Several configuration items for each connection have duplicate values. Allow a separate defaults section, which sets any or all of these values based on a CIDR range or as an overall default.

We can also remove the queue numbers from the configuration, and allow nfq_forwarder itself to determine what the next free queue number is. It should still be possible but not required to set a fixed queue number in the configuration.
